The Israelis were adamant that the Palestinians did not impose any "pre-conditions" on talks. The Israelis are the ones with pre-conditions, obviously, making the point that talks can occur while the illegal settlements are expanded. The Israelis know that no Palestinian leader, Abbas, Hamas or other, could ever accept talks under such dubious circumstances. They know, a priori, that the talks will fail and they want to make sure that the blame is placed with the Palestinians so that they may later say that they tried and alas, the Israelis have no partner for peace. This is the standard Israeli tactic that has been replayed time and time again, which is why these talks are a complete farce. The occupation is still ongoing, the land theft is expanding, and the Israelis point the finger at the Palestinians.
